This service enables the Developer to Issue Off Plan Sale License for unit Sales under construction in an Economic City.

  • Developer
  • Application Fee: 50,000 SAR
  • Revision Fee: 1% of Total Sales Value
  • Master or Sub-developer Off Plan Sale License Request letter for Real Estate units within the economic cities.
  • Membership certificate of Chamber of Commerce and Industry.
  • Statement of financial solvency and integrity of the developer’s credit record.
  • Profile of the developer and his previous work.
  • Economic Feasibility Study of the project from an accredited consultant.
  • Certificate of completion percentage to the date of submission of application issued by the engineering consultant of the project (for projects under construction).
  • Architectural designs and approved engineering plans.
  • Units List that will be put up for Off-Plan sale defining the ID number of units according to the real estate developer together with the PRNs of the unit according to the real estate register.
  • Real Estate Booking Contract Form approved by the Department of Real Estate Affairs.
  • Sample Sale contract approved by the Department of Real Estate Affairs.
  • Sub-Development contract with the master developer (for the sub-developer).
  • No objection certificate from the master developer for Selling Off-Plan (for the sub-developer).
  • Engineering consultant’s contract for the project including the approved signature form (certified by the Chamber of Commerce and Industry).
  • Contractor contract for the project including the approved signature form (certified by the Chamber of Commerce and Industry).
  • The contract of the legal accountant for the project including the approved signature form (certified by the Chamber of Commerce and Industry).
  • Developer Agreement with the Account Custodian and the account details form.
  • In case of a delegate, a delegation letter should be attested by the Chamber of Commerce and Industry or ECA as applicable.
  • Issued Power of Attorney from outside Saudi Arabia must be Attested by the Saudi Ministry of Foreign Affairs.
  • Provide all original documents for verification.
  • Complete the ‘Issue Local Area Plan’ service.
  • Complete the ‘Register Property’ service.
  • 15 working days for complete application that fulfills all terms and conditions.
  • Start the process Register Off Plan Sale transaction.
